Most to-do lists fail for three measurable reasons: we systematically underestimate how long tasks take (the planning fallacy), writing down an intention converts it into action only about half the time (the intention–behavior gap), and a list that grows faster than it shrinks stops being a plan and becomes a record of guilt. None of this is a personal flaw. Each part has been studied for decades, and the same research points at what actually helps: plans that specify when and where, and days small enough to finish.
I build a planning app, so I have an obvious interest here. But the point of this post is the research, which applies to a paper notebook exactly as much as to any app.
Why do we underestimate how long everything takes?
Because of the planning fallacy: when predicting a task, we imagine the best-case path and ignore how long similar tasks actually took us before. Daniel Kahneman and Amos Tversky named the bias in 1979. The cleanest demonstration is Buehler, Griffin and Ross (1994): psychology students estimated their thesis would take 33.9 days to finish. It took 55.5 days on average, and only about 30% finished within their own estimate. The striking part is that even when asked for a worst-case estimate — "assuming everything went as poorly as it possibly could" — students predicted 48.6 days. Reality beat their worst case.
That is what a to-do list with fourteen items for today is: fourteen best-case scenarios stacked on top of each other. The list was impossible at the moment it was written, and the evening's leftover tasks read as personal failure when they were actually a forecasting error.
Why doesn't writing something down make it happen?
Because an intention is not a mechanism. Sheeran's review of the intention–behavior literature (2002) found that the people responsible for most of the gap are "inclined abstainers" — people who genuinely intend to act and then don't. Summarizing the evidence a decade later, Sheeran and Webb (2016) put it plainly: intentions get translated into action approximately one-half of the time.
A to-do list is a stack of intentions. If roughly half of sincere intentions fail on their own, a list of ten sincere entries quietly loses five — not because you are lazy, but because "call the dentist" says nothing about when, where, or what happens first.
What actually closes the gap? If-then plans.
The best-supported fix in the entire goal-pursuit literature is the implementation intention: instead of "I will X", you decide in advance "when situation Y occurs, I will do X". Gollwitzer (1999) laid out the theory — the plan hands control of the action to the situation, so the cue triggers the behavior without a fresh act of willpower. A meta-analysis of 94 studies with over 8,000 participants (Gollwitzer & Sheeran, 2006) found a medium-to-large effect on goal attainment (d = .65) — and that is compared against control groups who had already formed goals, not against doing nothing.
Concretely: "gym" on a list is an intention. "After I drop the kids at school, I drive to the gym" is an implementation intention. The second version has date, place, and trigger built in. On a list, this is the difference between an entry and a plan.
Do unfinished tasks really nag at you?
Partly — and the honest version of this finding is more useful than the folklore version. The Zeigarnik effect (1927) is usually quoted as "unfinished tasks are remembered better", but a 2025 meta-analysis by Ghibellini and Meier found no reliable memory advantage for interrupted tasks. What did hold up is the pull to resume: interrupted tasks were resumed about 67% of the time when people had the chance. Open tasks may not be better remembered, but they do tug.
The more practically useful result is Masicampo and Baumeister (2011): unfulfilled goals intruded on an unrelated reading task and hurt performance on unrelated puzzles — and making a specific plan for the goal eliminated the interference, even though nothing had been done yet. The head lets go of a task when the task has a plan, not only when it is finished. That is the research case for planning tomorrow before closing the day: it is not ceremony, it quiets the loop.
Why do shorter lists work better?
Follow the three findings above to their conclusion. The planning fallacy says your day holds fewer tasks than you predict, so an honest day is a short one. The intention–behavior work says entries only reliably convert when they carry a when and a where, and you can only specify a handful of tasks at that level of detail. And Masicampo and Baumeister's result says the rest of the list stops nagging once it has a plan — which can simply be "not today, parked, it has a date".
A short list is not lowered ambition. It is the same ambition with the forecasting error removed. This is the shape I built Stowe around — a spoken brain dump becomes 3–5 things for today and everything else waits its turn — but the principle costs nothing and works on paper: pick few, give each a when, park the rest where you trust it.

Why do I ignore my own to-do list?
Research suggests two mechanisms. First, intentions without a specified when-and-where convert to action only about half the time (Sheeran & Webb, 2016), so a bare list under-delivers by design. Second, a list that chronically exceeds the day — the planning fallacy guarantees it will — teaches you that the list and reality are unrelated, and you rationally stop consulting it.
How many tasks should be on a daily to-do list?
There is no magic number in the literature, but the planning fallacy research argues for fewer than feels right: in Buehler and colleagues' studies, even people's worst-case time estimates were too optimistic. Three to five meaningful tasks is a common practitioner heuristic; the research-backed part is not the number, it is choosing a set you can genuinely finish and giving each item a concrete when.
Is it better to plan the night before or in the morning?
The research does not crown a time of day. What it does show (Masicampo & Baumeister, 2011) is that making a specific plan stops unfinished tasks from intruding on your thoughts — which is an argument for planning before the time you want your head clear. For many people that means the evening before; the mechanism works whenever the plan gets made.
Do to-do list apps work better than paper?
No study I know of shows a reliable winner, and the effects in this post are about method, not medium. Implementation intentions were tested with plans people wrote or said — not with any particular tool. An app helps exactly where it lowers friction for the method: capturing quickly, attaching dates, and keeping the parked majority out of sight.
